Relative risk
"high," "medium," or "low": relative risk of hazardous, toxic, and radioactive wastes (HTRW), as determined in accordance with CERCLA guidance based on the specific contaminant; whether and what type of pathway (air, water, or groundwater, for example) could lead to exposure; and the existence, size, and susceptibility of exposed populations1-5: a risk assessment code (RAC) for ordnance and explosive wastes (OEW), with 1 being the highest relative risk; since, there are no federal standards for assessing the risks from ordnance, the Corps develops RACs through a qualitative process that considers factors such as the type and location of ordnance present, the accessibility of the site, the proximity of human populations, and the potential uses of the site
No relative risk is calculated for building demolition and debris removal (BD/DR) or for containerized hazardous, toxic, and radioactive wastes (CON/HTRW); instead the Corps has decided, as a policy, to remove all unsafe buildings and waste containers.
