Chief Financial Officers (CFO) Act Agency Remote Workers by County as of June 2024

The FY24 National Defense Authorization Act directed GAO to study the use of remote work by Chief Financial Officers (CFO) Act agencies. (The 24 CFO Act agencies comprise all the federal departments and most of the major federal agencies. See note below for the full list.)

There were 207,710 remote workers at these agencies, as of June 2024. At that time, remote workers were located in all 50 states and Washington, D.C., and 84 percent of U.S. counties.

The map below shows the number of remote workers by the county in which their alternative worksite (e.g., their home) was located. About 60 percent of counties with remote workers had 10 or fewer of these workers, while just over 1 percent of these counties had more than 1000 remote workers.

In January 2025, the President directed that all executive agencies require employees work in-person at agency offices, with certain exceptions. As a result, information in these maps may not reflect the current number or location of remote workers at these agencies.

The 24 CFO Act agencies are the Departments of Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Homeland Security, Housing and Urban Development, the Interior, Justice, Labor, State, Transportation, the Treasury, and Veterans Affairs, as well as the Environmental Protection Agency, the General Services Administration, the National Aeronautics and Space Administration, the National Science Foundation, the Nuclear Regulatory Commission, the Office of Personnel Management, the Small Business Administration, the Social Security Administration, and the U.S. Agency for International Development.

A remote worker is an agency employee who works from an approved alternative worksite and does not report to an agency office on a regular and recurring basis.

CFO Act agencies had 1,112 remote workers located outside of the U.S. and in U.S. territories as of June 2024. These remote workers are not included in this figure.
