The Congress has asked the U.S. General Accounting Office (GAO), an
independent agency that gathers information for the Congress, to review
USDA's oversight of highly erodible land and wetland conservation requirements
(that is, conservation compliance provisions of the Food Security Act of 1985,
as amended.)
Specifically, the Congress is interested in how well the USDA is managing
and enforcing these compliance provisions. The purpose of this survey is
to collect information that will help GAO assess how conservation compliance
is being monitored at the local level, as well as to identify areas of
possible improvement.
