In response to a directive (the Shelby Amendment) in the Omnibus Appropriations Act for Fiscal Year 1999, OMB revised its Circular A-110 to require that a university provide data from a federally funded research project in response to a Freedom of Information Act (FOIA) request if a federal agency has used the project's findings in developing an agency action that has the force and effect of law. This section contains two questions concerning FOIA. |
