Survey of State and Local Air Pollution Control Officials

Introduction

  Please Note: You may need to use the scroll bar on the right hand side of the screen to read all the information on a page. The U.S. General Accounting Office (GAO) is an agency that assists the U.S. Congress in evaluating federal programs. Recognizing the key role that states and local agencies play in implementing the Clean Air Act, members of the Senate Committee on Environment and Public Works have asked us to collect information on the anticipated effects of the final and proposed rules for the New Source Review (NSR) Program, including the environmental implications and challenges that state and local agencies may face in integrating the changes into existing programs. We need your help in completing this survey so that we can provide congressional decisionmakers with the information they need. We are asking you to provide information on the potential impacts of the final rule and proposed rule (which were published in the Federal Register on December 31, 2002, 67 Fed. Reg. 80186, 80290) on your air pollution control programs. We believe that you can make an important contribution to this study, and ask that you respond to this survey so that we may provide the most complete information to the Congress. The survey should take 1 to 2 hours to complete. The information that you provide will be reported by GAO in aggregate form and will be attributed to state and local air quality personnel as a group. GAO will not disclose individually identifiable data from this survey unless requested by Congress or otherwise compelled by law. Part I of the survey collects general information on your state or local air quality program. Part II contains questions about challenges that you foresee in adopting the final NSR revisions. Part III collects information on the potential impacts of the final NSR revisions on your program, including impacts on permitting and emissions levels. Part IV collects similar information on the potential impacts of the proposed NSR revisions. When answering the questions in this survey, please coordinate with the appropriate officials within your state or local agency who have the best understanding of how the final and proposed NSR revisions may affect your air quality program.
 

To Indicate You Have Completed the Survey

  When you have completed the survey, please mark the last question in the last section as "Completed." Clicking "Completed" is equivalent to "mailing" your survey -- it lets us know that you are finished, and that you want us to use your answers. It also lets us know not to send you any follow-up messages reminding you to complete your survey.

Navigating, Exiting, and Printing the Survey

  To go to the bottom of a section: Use the scroll bar on the right hand side of the screen. Moving from section to section: Use the buttons at the end of each section, on the menu bar on the left side of the screen, or the arrow buttons on the navigation bar at the bottom of the screen. Exiting and re-opening your survey: Exit the survey at any time by pressing the Exit button at the end of the section (or on the navigation bar at the bottom of the screen). You may log in again later to re-open your survey, and enter more responses or change previous responses. The survey will start at the last question for which you entered data. Always use the "Exit" button to close the survey. If you do not, you will lose the information you entered for that section. To change your answers: To change an answer marked with a "button" (circle), click on another answer. To "uncheck" a checked box, click on the box again (this will "uncheck" it), then check the box(es) you wish to check. Note: You can change your answers, even after logging off, by logging on again (see above). Printing your responses: You can print your responses as you go through each section by pressing the Print button at the bottom of the screen or end of the section.
