If a tenant knowingly misrepresents income or family size, resulting in the receipt of unauthorized Rental Assistance, their debt can be submitted to the Treasury Department. The Treasury Department can then garnish eligible payments by the amount of the debt. This is a pilot program known as the "Treasury Offset Program" (TOP). Does your state participate in the TOP pilot program?
