Introduction

The U. S. Government Accountability Office (GAO), an agency of the U.S. Congress, is reviewing the WIA Youth Opportunity Grant (YO) Program. Specifically, we are looking at how grantees implemented this program, what challenges they faced, and the outcomes and impact of the program on participants and the community. In addition, we are examining the lessons that can be learned from YO about the design and implementation of employment programs for at-risk youth.

As part of this study, we are asking YO Program Directors to complete this web survey, which includes questions in a range of areas. Survey responses will be presented in summary form; your responses will be combined with those of other YO Program Directors. In completing this survey, please feel free to consult with others who are also familiar with your YO program.
