Introduction

 
The U.S. Government Accountability Office (GAO), the investigative arm of the Congress, has been asked by the Committee on Resources of the U.S. House of Representatives to provide information on congressionally approved interstate compacts that involve environment and natural resource management. In particular, the Committee is interested in the various approaches states use to structure and govern these types of compacts. As part of our review, we are conducting a Web-based survey to obtain key information on the compacts, such as organizational structure, authority and powers, and mechanisms for providing accountability and resolving disputes.
