Introduction

The U.S. Government Accountability Office (GAO), the evaluation arm of Congress, is studying the use of performance information in the federal government as part of a Congressional request. In addition, the requesters asked GAO to assess the impact of required reporting of performance information through the Office of Management and Budget's Program Assessment Rating Tool (PART). As part of this study, we are surveying a random, nationwide sample of mid- and upper-level federal employees in the 24 agencies covered by the Chief Financial Officers Act of 1990. This questionnaire is designed to obtain information on your experiences and perceptions with regard to performance management issues and related challenges.

This survey is a followup to similar surveys that we administered in 1996, 1999, and 2003. As with the previous surveys, GAO will take steps to ensure the privacy of your responses. Responses will not be reported by GAO in any way that would allow an individual respondent to be identified.

Most of the questions in this questionnaire can be answered by checking boxes or filling in blanks. The questionnaire should take no more than 20-25 minutes to complete.

We urge you to complete this questionnaire. We cannot develop meaningful information without your frank and honest answers. Thank you very much for your time.
