Introduction

The U.S. Government Accountability Office (GAO) is an agency that gathers and analyzes information for Congress. The U.S. House of Representatives' Committee on Energy and Commerce requested we explore issues related to technical issues associated with the digital television transition.

This survey will allow us to obtain the perspectives of broadcasters on the technical issues that must be addressed prior to the digital television transition date on February 17, 2009.

As such, our web-based survey is being distributed to the station managers of all licensed broadcasters in the United States. Your responses will be combined with those of other licensed broadcasters and reported only in summary form to the Congress. We plan to issue a report on this matter in the spring of 2008.

Please complete this survey within 2 weeks of receipt. It will take about 20 minutes to complete. We understand that there are great demands on your time. However, your participation in our study is essential for us to provide requested information to Congress. We appreciate your time and effort in completing this survey.

Thank you in advance for your time and consideration.

If your response will be delayed or if you have any questions, please contact [the name, telephone number, and e-mail address of two GAO staff appeared here].
