Section I: State’s Initiatives to Improve Teacher Quality

 
The questions in this section inquire about initiatives to improve teacher quality that your state agency may or may not have been involved with since 2002 as well as whether or not your agency has collaborated with other offices, agencies, and institutions on these initiatives.

Because of differences in higher education governance between states, the term state agency for higher education (SAHE) is meant to include the office, commission, board, committee, department or organization with governing authority over higher education in the state.

Teacher quality refers to the quality of PK-12 public school teachers and may include such areas as teacher preparation, certification and licensing, recruitment, hiring, retention, professional development, performance, and accountability, among other areas.

Collaboration can be defined broadly as any joint activity that is intended to produce more public value than could be produced when the organizations act alone. The term collaboration is intended to include activities that may also be referred to as “cooperation,” “coordination,” and “integration.”
