Grace shipping invoices did not contain any records indicating Libby ore was shipped to this site. However, this company appeared on a list of W.R. Grace licensees and industry partners. At the time of EPA's visit, Avondale East, Inc., a freight storage yard and tractor trailer repair shop, was operating at the site. EPA found a reference to a Bestwall Gypsum facility near New Orleans in the Bureau of Mines Minerals Yearbook. According to this document, this plant had manufactured gypsum lath and plaster products. The Bestwall plant was first registered as an active business in 1959. According to an Avondale representative, Avondale had been operating at the site for 4 years, and the representative had no knowledge of other companies that had operated at the site. The site did have railroad access (which could be used to transport vermiculite), as well as two warehouses, an office, and a mechanic shop. EPA did not see any vermiculite or suspected vermiculite-containing debris at the site. No silos or hoppers that could be used to store vermiculite were present. On the basis of this information, EPA determined no further action was needed. |
