Grace shipping invoices did not contain any records indicating Libby ore was shipped to this site. However, a 1964 report issued by the Bureau of Mines (at that time in the U.S. Department of the Interior) indicated this facility had been a vermiculite exfoliation plant. EPA found an entry for Insuplast in a 1963 city directory that listed the address for the site as 1st and Water Street in Canon City. However, street changes had occurred over the years and the property address was actually 304 S. 1st Street. At the time of EPA's visit, the property was owned by a company which stored and sold scrap metal. The facility was partially fenced and the surrounding area was primarily industrial. Although there was a black and white photo of Insuplast at the steel company's facility, the representatives of the steel company did not know anything about Insuplast. There was an old rail spur on the south side of the facility, which could have been used to transport vermiculite. EPA saw mica-like flakes in many locations on the site. Some of the flakes were the size of a quarter. EPA collected seven samples of the mica-like flakes; the results showed that the flakes were muscovite, a type of mica. Two of the seven samples contained less than 1-percent asbestos and the other samples did not contain detectable levels of asbestos. The samples were analyzed using polarized light microscopy (PLM). On the basis of this information, EPA determined no further action was needed.
