Introduction

GAO is an independent, nonpartisan agency in the legislative branch of the federal government. GAO serves the public interest by providing members of the U.S. Congress with accurate information, unbiased analyses, and constructive recommendations on the use of public resources to ensure the accountability of federal programs and expenditures.

In order to gather information about the perceived effectiveness of the Convention on Nuclear Safety, including effects, benefits, and limitations, we are seeking the cooperation of knowledgeable officials from the 64 contracting parties to the Convention for whom the Convention has come into force, regardless of the current status of their civilian nuclear power programs. The objectives of this survey are to determine which aspects of the Convention are working most effectively, and which aspects may need improvement.

Your participation is extremely valuable in ensuring we develop as comprehensive and accurate a picture of the Convention as possible, as the treaty affects many countries, regardless of whether they currently operate or are considering building new civilian nuclear power reactors.

Confidentiality of Your Responses

GAO pledges to maintain the confidentiality of your survey responses. Your responses will be kept confidential and will not be released outside GAO unless compelled by law. The results of this survey will be included in our report in summary form and in a manner designed to ensure that individual respondents cannot be identified. While GAO is not authorized to withhold information from Congress, the Member of Congress who requested that GAO undertake this work has agreed not to ask for access to any individually identifiable information acquired as part of the survey process.

We expect to issue our report to Congress in spring 2010 and will send all survey participants a copy thereafter.

Thank you for your time and effort in completing this survey.
