A revision to a long-range statewide transportation plan or statewide transportation improvement program (STIP) that involves a major change to a project in the STIP including the addition or deletion of a project, or a major change in a project's costs or phase initiation dates, or a major change in a project's design concept or design scope, as defined by 23 C.F.R. § 450.104.
