This section of the supplement presents the responses provided by mid-level and upper-level managers and supervisors at Interior to the questions on the survey, along with the 95 percent confidence interval around those results. In addition to the agency responses, we also provide the overall government-wide estimates (these government-wide estimates include the responses of managers at Interior). Although respondents were asked to provide written comments to open-ended questions, these responses are not provided here. We obtained responses from 133 managers and supervisors at Interior, for a weighted response rate of approximately 72 percent of the eligible sample. Government-wide, 2,726 responded to our survey, a weighted response rate of 67 percent. However, because of variation in the skip patterns associated with some questions and respondents choosing not to answer certain questions, the number of people who responded to each question varied.

Section 5a - Cross-Agency Priority Goals

Please note:

Federal government cross-agency priority goals, also referred to as crosscutting goals, require the collaboration of multiple agencies to achieve the goals. The Administration has identified 15 cross-agency priority goals that were published concurrently with the Fiscal Year 2015 Budget of the U.S. Government.

The cross-agency priority goals include:

(1) Cybersecurity: Improve cybersecurity performance through ongoing awareness of information security, vulnerabilities, and threats impacting the operating information environment, ensuring that only authorized users have access to resources and information; and the implementation of technologies and processes that reduce the risk of malware.

(2) Climate Change: More than double Federal government consumption of electricity from renewable sources to 20% by 2020 and improve energy efficiency at Federal facilities as part of the wider strategy to reduce the Federal Government's direct greenhouse gas emissions by 40 percent by 2025 (2008 baseline).

(3) Insider Threat and Security Clearance Reform: Mitigate the inherent risks and vulnerabilities posed by personnel with trusted access to government information, facilities, systems, and other personnel.

(4) Job-Creating Investment: Improve federal investment tools and resources, while also increasing interagency coordination, to encourage foreign direct investment, spurring job growth.

(5) Infrastructure Permitting Modernization: Modernize the Federal permitting and review process for major infrastructure projects to reduce uncertainty for project applicants, reduce the aggregate time it takes to conduct reviews and make permitting decisions by half, and produce measurably better environmental and community outcomes.

(6) Science, Technology, Engineering, and Math (STEM) Education: Improve Science, Technology, Engineering and Mathematics (STEM) Education by implementing the Federal STEM Education 5-Year Strategic Plan, announced in May 2013, specifically:

          • Improve STEM instruction
          • Increase and sustain youth and public engagement in STEM
          • Enhance STEM experience of undergraduate students
          • Better serve groups historically under-represented in STEM fields
          • Design graduate education for tomorrow's STEM workforce
          • Build new models for leveraging assets and expertise
          • Build and use evidence-based approaches

(7) Service Members and Veterans Mental Health: Improve mental health outcomes for Service Members, Veterans and their Families

(13) Open Data: Fuel entrepreneurship and innovation and improve government efficiency and effectiveness by unlocking the value of government data and adopting management approaches that promote interoperability and openness of this data.

Department of the Interior's Priority Goals

Renewable Energy Resource Development.

Increase the approved capacity for production of energy from domestic renewable resources. Support a growing economy and protect our national interests while reducing our dependence on foreign oil and climate-changing greenhouse gas emissions. By September 30, 2017, increase approved capacity authorized for renewable (solar, wind, geothermal, and hydropower) energy resources affecting Department of the Interior managed lands, while ensuring full environmental review, to at least 16,600 Megawatts (since the end of FY 2009).

Water Conservation and Supply Enhancement.

Enable capability to increase the available water supply in the western states. Implement conservation-related programs to ensure adequate and safe water supplies. By September 30, 2017, the Department of the Interior will facilitate the availability of water supplies employing conservation, efficiency, and technology in the western United States through Bureau of Reclamation water conservation programs to 1,040,000 acre-feet cumulatively since the end of FY2009.

Safer and More Resilient Communities in Indian Country.

Reduce the need for repeat incarcerations in Indian communities. By September 30, 2017, reduce rates of repeat incarceration in five target tribal communities by 3% through a comprehensive "alternatives to incarceration" strategy that seeks to address underlying causes of repeat offenses, including substance abuse and social service needs, through tribal and federal partnerships.

Climate Change Adaptation Management.

Understand, communicate, and respond to the diversity of impacts associated with climate change to improve the resilience of the nation's communities, natural resources, and safeguard our cultural heritage sites. By September 30, 2017, the Department of the Interior will mainstream climate change adaptation and resilience into program and regional planning, capacity building, training, infrastructure, and external programs, as measured by scoring at least 300 of 400 points using the Strategic Sustainability Performance Plan scorecard.

Engaging the Next Generation.

Build the next generation of conservation and community leaders by supporting youth employment at the Department of the Interior. By September 30, 2017, the Department of the Interior will provide 100,000 work and training opportunities over four fiscal years (FY 2014 through FY 2017) for individuals age 15 to 35 to support Interior's mission.

Oil and gas resource management.

Improve production accountability, safety, and environmental protection of oil and gas operations through increased inspection of high-risk oil and gas production cases. By September 30, 2017, the Bureau of Land Management (BLM) will complete 100 percent of the inspections for federal and Indian potential high-risk oil and gas production cases annually to better ensure accountability and safety.

Monarch Butterfly and Other Pollinators Conservation.

Restore or enhance habitats to improve the health of the monarch butterfly and other pollinator populations that help sustain functioning ecosystems and the long-term productivity of working agricultural lands. By September 30, 2017, the Department of the Interior (through the Fish & Wildlife Service) will double the acres of restored or enhanced habitat for Monarch butterflies and other pollinators. (Doubling the number of acres restored or enhanced for Monarch butterflies and other pollinators by September 30, 2017 will result in a total of 260,000 acres of agency land, private land, and state land restored or enhanced.)

Enhancing Indian Education.

Improve the graduation rate of tribal high school students and facilitate tribal self-determination in shaping educational curriculum for students. By September 30, 2017, the Department of the Interior will increase the percentage of tribal students attending bureau funded schools who complete high school with a regular diploma within four years of their 9th grade entry date by 5% (relative to 2014-2015 school year) and convert 4 schools from bureau to tribal operated.

Section 5c - Quarterly Performance Reviews

Please Note:

Quarterly performance reviews, which some agencies refer to as "stat" meetings or data-driven performance reviews, are regular meetings held at the highest levels of your agency to examine progress toward accomplishing agency priority goals, and in some cases, other agency performance goals.

These reviews should, among other things, assess agencies' coordination efforts; activities and contributions to goals; and strategies for improvement, when applicable. Quarterly performance reviews are to involve key leadership and other relevant parties.
