SUPPLEMENTAL MATERIAL FOR GAO-20-686: Transit Asset Management: Survey of TAM Program Participants

Background

Below are the questionnaires and results from the survey of urban transit agency officials. For this survey, we asked about transit agencies' views regarding the implementation of the Transit Asset Management (TAM) program requirements -- including Federal Transit Administration's (FTA) asset performance measures and any improvements to the quality of transit agencies' asset inventories and condition assessments as a result of the program. We selected 151 Tier I transit agencies and a stratified random sample of 173 Tier II transit agencies to survey. Approximately 79 percent of our sample (256 respondents) completed the Tier I and Tier II survey. The results of the survey can be generalized to the population of 903 in-scope Tier I and Tier II transit agencies listed in FTA's database that serve urban areas, and are presented as estimates with 95 percent confidence intervals. Questions with at least one estimate with a confidence interval wider than +/- 15 percentage points have been suppressed in this data set due to a lack of precision. Additionally, for questions pertaining to guideway infrastructure and TAM requirements specific for Tier I agencies, estimates for Tier I agencies' responses are presented while estimates that include Tier 2 agency responses are noted as "Not Applicable."
