  • Twenty ROTC Campuses that Commissioned the Most Officers

    The 20 largest ROTC campuses commissioned 20% of all the officers commissioned from the ROTC program during academic years 2011-2021. Each of these campuses commissioned 500 or more officers during that time. (The ROTC program serves over 1,000 campuses.)

  • Historically Black Colleges and Universities

    Historically Black Colleges and Universities (HBCUs) are accredited universities that were established prior to 1964 and whose principal purpose is the education of Black Americans. (20 U.S.C. § 1061)

  • Minority Serving Institutions other than HBCUs

    We use the term minority-serving institution (MSI) to refer to an institution of higher education whose enrollment of a single minority is over 25% of total enrollment or a combination of minorities is over 50 percent of total enrollment. In this context, a minority refers to American Indian or Alaska Native; Asian; Black or African American; Hispanic or Latino; Multiracial; Native Hawaiian or Other Pacific Islander; or other ethnic group underrepresented in science and engineering. Section 1067k(3) of Title 20, U.S. Code, defines a "minority institution" as an institution of higher education whose enrollment of a single minority or a combination of minorities (as defined that section) exceeds 50 percent of the total enrollment. Section 1101a(a)(5) of Title 20, U.S. Code, defines a "Hispanic-serving institution" as an institution of higher education that is an eligible institution (as defined in that section) and has an enrollment of undergraduate full-time equivalent students that is at least 25 percent Hispanic students at the end of the award year immediately preceding the date of application. Finally, OMB Guidance, which provides a minimum standard for maintaining, collecting, and presenting data on race and ethnicity for all Federal reporting purposes, lists the five categories for race as American Indian or Alaska Native, Asian, Black or African American, Native Hawaiian or Other Pacific Islander, and White. It includes two categories for data on ethnicity, Hispanic or Latino and Not Hispanic or Latino. Office of Management and Budget, Revisions to the Standards for the Classification of Federal Data on Race and Ethnicity, 62 Fed. Reg. 58,782, 58,788-89 (Oct. 30, 1997). For purposes of this report we have combined these definitions to better reflect the breadth of data collected.)

  • Military Colleges

    Military colleges are members of the Association of Military Colleges and Schools of the United States (AMCSUS). Six of the seven institutions that commissioned the most officers through ROTC from 2011 through 2021 are members.
