Introduction

  The U.S. Government Accountability Office (GAO; formerly, General Accounting Office), an agency of Congress, is studying how Individual Training Accounts (ITAs) under the Workforce Investment Act (WIA) are used to train clients during program year 2003 (the period beginning July 1, 2003 through June 30, 2004). As part of this study, we are surveying the directors of all local workforce investment boards located in the 50 states, the District of Columbia, and Puerto Rico. Your timely assistance in completing this survey is vital to our study, which will provide important data to help Congress make informed decisions on workforce issues in the future.

To assist us, we ask that you complete this web-based questionnaire within the next 2 weeks. When responding, you may consult with others who are also familiar with these topics, if you think it will help you give a more accurate answer. If you need to consult with others, please print out the Adobe PDF file (see the "log in" screen), give the other individuals a paper copy of the survey and ask them to fill in that section on paper and return it to you to enter the data in the electronic version. Please do not forward the survey by e-mail to other staff to directly enter the data themselves.

- amount and types of funds your local workforce investment area
   has available and spends and/or obligates on training,

- number of clients served by your local workforce investment area,

- training policies and practices your local workforce investment
   area follows

- characteristics of service providers who offer training, and

- challenges and innovations in providing training and
   administering ITAs.
