Makes energy-efficiency financing attractive to consumers by expanding the use of Title I home imporvement loans from the Federal Housing Administration for energy-efficiency upgrades. The PowerSaver loan program provides up to $25,000 in a second mortgage (loans up to $7,500 can be unsecured) for energy efficiency investments in one-to-four family homes. |
